I suspect, particularly at the bottom end of the table, decisions about neutral venues will need to be made as things evolve and some fixtures become more significant.

What do you see substantially changing between June and August that will make it "safe"?
I'm not saying this from a position of "just ****ing go for it in June" but I can't see what can possibly have changed that means by August having footballers playing and in close...
Me neither, really. But whenever a "thing" happens, eg VE Day street parties, we all seem to be saying something like "let's see how things look in 2-3 weeks" due to what seems to be the accepted lag in the whole infected -> ill -> hospitalised sequence.
Not sure that makes much sense. Given the general timeline from becoming infected to showing symptoms and, presumably being tested to show a new infection, the upward trend must have started pre-lockdown, although it may well be accelerating now.
The alternative is that it is accepted that teams will lose players who are infected, as has been the case with workplaces that have remained open, and will be the case as others open in coming weeks and months.
Of course, losing Lewis Dunk is not quite the same as Bob from accounts being away...

The number of cases doesn't mean a great deal. You ramp up testing you find more cases - it's as simple as that. If you tested literally everyone in the country today you'd get a massive spike in cases - it doesn't mean that lots of people have suddenly become infected.
