would expect the smoking ban to contribute to one of the reasons for poor attendances as well as the stadium, shite atmosphere, poor football and ridiculous ticket cost...................

However ... the surrounding area at Withdean is Brighton & Hove City Council property and the Council has banned smoking EVERYWHERE on its premises (including, for example, behind the bike sheds on a school playing field).
Not in the same way. The land is being granted to the Stadium Company on a long-term lease....and presumably the land around the community stadium will be owned by the council too?

there are 6 of us who dont go now to withdean because of the smoking ban,4smokers and 2 non smokers (who dont go because their mates dont go) we actually go to a lot more cricket where you can smoke and before anyone says cant you go 2 hours without a fag yes i can but i enjoy smoking and so through choice have decided i cant be bothered to put my self through that at football.as for the legalities of it the law simply says somewhere that is fully enclosed for example wembley should be non smoking other grounds that for example have a stand at one end which is open on both sides but has a roof could still be smoking in that stand as could every ground that is open air..the FA issued guidlines only but this is britain so the nimby`s make the rules
I went to Pride Park a couple of years ago to see Derby v Newcastle and they opened the gates at half time to allow us smokers out for a ciggy and yes you could come back in afterwards (if you really wanted to).
Smokers represent a fair proportion of any teams support and unless you can afford to do without them i would suggest the policy at Derby is the very least they could do.
