Without a doubt! The charge should be something like "failing to maintain the flow of trafic" or such like.
In my opinion, slow drivers are much more dangerous than those driving fast (but sensibly). They may not end up on accidents, but how many do they bloody cause to people trying to get past the trafic jams they cause. Generally old farts who shit themselves when you hoot them, that should not be allowed to drive.
