He was playing (and scoring) for the U-23s (or U-21s as they were known back then) three seasons ago, in 2013-14, during his U-16 schoolboy season.

Playing for the U-23s now would be a backward step for him.

Have the U23s not improved as I watched it last night on You Tube and was very impressed with the manner that they played, very similar to the first team.
