We (BODS) have raised this with the club. The reason we were given is that the carers ticket is essentially a complimentry ticket. I would of thought they could find a way to link it to the disabled ticket purchase. We will raise it again at our next meeting. Like you I find it very frustrating...
Carers get a free helper ticket as long as there is a need. If the disabled person cannot go the helper can upgrade the ticket (pay the difference). I think they will sit you elsewhere though not in the wheelchair area. Obviously if it is an ambulant disabled they can keep their seat

Just wheelchair users as the provision for ambulant disabled seating was fine. It was the fact that the number of wheelchair spaces at a raised level fell below the required amount.
