The FA cup winners plus the side placed one position below the last team to qualify for the champions league, qualify for the Europa League. If @Seagull Stew is right then Lineker and BBC are wrong, as they just said that is definitely the case on TV.
If Chelsea win conference and finish 6th or 7th, UECL will go down to 8th.
Only if the FA cup winners already have European qualification, does another team qualify for the Europa League by being two places below a champions league position.
This is no longer the case, therefore only one team qualifies for the Europa league because of their league position. Now, the team next placed in the premier league qualifies for the Europa Conference.
However, if Chelsea win the conference league, then they qualify for the Europa League. But if they are already in a Europa league place or champions league place, then it is as you were.
If Chelsea finish the season in the conference league position then they qualify for the conference league next season. However, if they win the conference league, then they upgrade it to the Europa League and there is no one in England who can play in the conference league, because everyone who can qualify for Europe has already qualified for the more “senior” tournament.
