- last Summer was horrible for "done deal" transfers collapsing.
- there's still the chance of a single mischievous rumour spreading virally such that it looks like many people are getting the same news from different sources but it is, in fact, one and the same.

A signing can be announced whenever the club feels like it. Remember Toko? Albion announced his arrival on May 20, even though his contract didn't start until July.

I don't know if any of those statements are true, but if he signs before the 1st July the contract will start on the 1st. Football contracts run till June 30th and players effectively become free agents on July 1st if they are being released, this is also the start of the summer transfer window. Players that know they are being released are free to negotiate with other clubs and if a deal is agreed join their new club on July 1st.
