No, it would be the same house. It's made up of representatives of all the countries' FA's. They already have the power to do everything you want them to do. But they don't.
No they don't. The power is now too entrenched with the people that run it. Starting again with a clean sheet would be fine - even if it started with a breakaway, which may split the unity of one organisation for all for a time - but gradually the nations sticking with the old could change and join the good guys when they were prepared to act like good guys.

But eventually, if you want a FIFA with all the countries of the world involved, they will vote for the leaders and vote for the world cup venues that are causing all the angst now. Why does that change unless the individual FAs change?

Apparently the World Cup is not very popular in Germany, less so probably after they lost today.
My mate in Koln sent me this today, pretty cool…
