That will be because they are the economically larger, politically more powerful and far less desperate party in that particular trade negotiation.
As has been pointed out repeatedly on this thread for over 7 years now, huge advantages in any trade negotiation

and NZ are members of the CPTTP, the UK joining forces with them was hailed as a Brexit victory and yet EU got a superior trade deal with NZ and aren't members of CPTTPThat will be because they are the economically larger, politically more powerful and far less desperate party in that particular trade negotiation.
