Wasn't that all covered in the original inquiry? This would be like just starting another bloody inquiry

any decision can be appealed to the high court for a judical review (by wither side!) - and the high court would then decide whether the proceedings were carried out correctly or not and whether an appeal would be granted (i.e. a new Inquiry)
