That's completely irrelevant - you've quoted a definition of the word "city", not something pertaining to City status in this country, which is something altogether different.

As the Department of Constitutional Affairs state:

"City status is not, and never has been, a right which can be claimed by a town fulfilling certain conditions. The use of specific criteria could lead to a town claiming city status as of right, which in turn might devalue the honour. All applications are considered on their individual merits."

So far seems a close one between Worthing and Eastbourne, a battle between the Sunshine coast and a town that has been home to some fine underground music scenes that produced the likes of Leo Sayer and The Ordinary Boys. While Littlehampton is bottom despite the fact it recently surprisingly got voted the coolest resort in England according to Vogue magazine. Mostly due to a new cafe that is opening soon.

Will Bognor Regis get more votes due to its Butlins, will Bexhill impress with its fine De La Warr Pavilion, or will Hastings convince people it really has changed and can rival its large Sussex neighbours Worthing and Eastbourne.

On a train...
As a regular visitor to most of the towns listed above (albeit on a train) I can safely that that Eastbourne is the best of a bad bunch. Bexhill and Hastings are full of lifes drop outs. Worthing, Littledick and Bognor are full of chavs.

I voted Eastbourne, as love going for the tennis tournament and going for a nice stroll up and down the beach afterwards, though I also quite like Worthing (Chris Evans seems in love with Wonderful Worthing).

So looks like Eastbourne and Worthing are going to share the honours of the Unoffical NSC Sussex coolest seaside resort town.
