It's an all or nothing gamble by Fenway Sports Group to get into the Champions League, which is worth a minimum of £20 million a year to a club.

The £20m a year is a bonus. It's the players the champions league brings. They missed out on 3 or 4 big signings this summer because they weren't in the CL. The contract too will have clauses galore so Arsenal (who have scored 3 more goals than Suarez) can't try and pry him away again.
