Scottish oil revenue gave Thatcher the ammo to introduce her policies of mass unemployment. She did her best to ensure that there were as few taxpayers in certain parts of the UK as possible by destroying their industries out of pure political spite.

Oh, and English MPs are at perfect liberty to bring things in like free prescriptions that would actually benefit people living in England. They choose not to, seeing as how they'd much rather divert the money into the pockets of those who least need or deserve it.
