I don't think Sven could be considered the worst. Everyone said beforehand Brazil would win, they had easily the best squad so i'd say Perriera must be in it. Also Pekerman's substitions lost them the Germany game when they were in complete control, and evryone fancied them at that point.
I'd also say Scolari's tactics were worse than Svens
