It really depends what Man City's motives are. Of course if they are signing him their idea must be he'll hopefully be good enough to play for their first team in a few seasons time.

This would all make perfect sense if Brattan was 19.

It's the same concept though. He hasn't played outside Australia at domestic level so City sign him, see if he performs/adjusts to English leagues and then make a judgement on whether he's good enough to play for their first team. If not, as I say it's low risk as they don't have to pay a transfer fee and could potentially sell him on.

If he's good enough they'll get a player who will still be good for 3/4 seasons minimum for free.
