Years ago, I remember Cross-Country Trains issuing a public notice of a change in their Christmas period timetable. on a point about north america - this time last year I was in chicago and they do get stacks of snow every year and from dec to march it's basically white.
They use farm machinery as snow ploughs and gritters etc and have snow blowers which double up at other times of the year - so the cost is actually quite minimal and it negates the 'you cant buy snow ploughs on the off chance' argument. And whilst snow is a rare occurrence, ice isn;t and gritters will get more usage.
O hare airport with it's 4 runways has the world's largest fleet of private snow clearing machinery. They have more than there are in the whole of wales
