The Senate is only one of two chambers. The American constitution very cleverly balances the representation of each of the states, large or small, as having an equal voice in Congress - with two senators each, but then also the House of Representatives’ congressional districts are allocated broadly on a per capita basis. I feel like, if they're including Greater London, they should include more of Paris than whatever that portion is.

Which I reckon is actually a pretty smart piece of designed statehood which has no real bearing on whether thick morons vote for neo-Nazi game show hosts. That in itself is far from the constitution’s fault.
