The Senate is only one of two chambers. The American constitution very cleverly balances the representation of each of the states, large or small, as having an equal voice in Congress - with two senators each, but then also the House of Representatives’ congressional districts are allocated broadly on a per capita basis. So one chamber represents all the states equally - by design, so the larger states don’t predominate - whereas the other takes the broader representation of a district’s population size into account.
Which I reckon is actually a pretty smart piece of designed statehood which has no real bearing on whether thick morons vote for neo-Nazi game show hosts. That in itself is far from the constitution’s fault.

I feel like, if they're including Greater London, they should include more of Paris than whatever that portion is.
I also feel like it should include Istanbul, although that's not the capital. It is the largest city in Europe by population (if you only count the European part I gather it's smaller than Moscow, although that probably depends on what parts of each city you include).

Similar to Australia where the 6 states each have 12 Senators even though the populations vary from 8.5million for New South Wales to under 600,000 for Tasmania.
Northern Territory turned down statehood on the terms offered, as they were offered 3 senators rather than 12 as allocated to the other original states. Their population's only about 250,000 (now, not sure what it was at the time), although given the disparity in the existing states, this seems a reasonable objection.
They do at least have a STV system for electing their upper house, so most of the votes will actually count for something, even if there's still far more votes per Senator in the larger states.

I live near Tallinn which I think is small. I have visited Athens which I thought was much bigger

It's a junk map - they've included London as "Greater London" but not done the same for other cities. By comparison - the Athens Metro area is around 3000km2, double the size of Greater London.
