Not an alternate reality - this one.

You can apply for planning permission for pretty much anything anywhere. You don't have to own the land or the building in question to do so.

Is absolutely, 100% the correct answer. All you would have to do is serve a notice on the landowner to let them know you are applying for development on their land. Whether the owner will allow you to build on their land is not a concern of the decision makers (Council, Secretary of State etc). it is a bit mental really...

Not really - can you imagine if GIP had to first purchase all the land that would be needed at Gatwick before it applied for permission to build a second runway! Similarly for any large proposed development - it simply wouldn't be practical.
