It's not cheating as it's in the rules to change the ball if it's out of shape. If the requests are happening too much, then the rule makers need to update the rules accordingly.

I'd just ban players from being able to request the ball is inspected. Umpires inspect the ball at each drinks break / interval, that would be approx. every 15 overs.
