Yes, that's exactly what a rad valve does - it reduces the flow of the water thru the rad on the flow or return pipes.

A thermostaically controlled rad valve just does this automatically depending on the ambient room temperature

A lot of people are scammed into buying new condensing boilers by tradesmen who tell them that their old one is too old to repair or that condensing boilers are compulsory.

Also, be aware that condensing boilers are not all that they are cracked up to be and will fail more often than a traditional boiler. It will never save you money (or the environment) to change boilers prematurely.

Condensing boilers have been compulsory since 1st April 2005.
