Why is this so difficult for posters to understand:-

Having loaned out all their Hone Grown Players Chelsea found themselves unable to name a 25 man squad.
As that situation can't change now because all loans were season long, Chelsea can only buy HGP's if they want to add to their EPL squad.
That's all before the team has had it's funding cut rather limiting the pool of players they can shop in.
