Self inflicted rescue, those that were rescued should have to pay for the emergency services attending.

Correct. Where I work we had to pay the fire service £1000 a pop every time they were called out to a false alarm (which happened every other day for a while owing to electrical and managerial incompetence). These oaves* were deliberately moving warning barricades in order to drive into the unknown.
