To add to the post above my real contention is this. If Paul Barber doesn't decide to sell a player who does? Then, following a good bit of business out (and Ulloa was, I'd have sold him for that) who adjusts the budget for players in?

I don't know what you know. It's pretty obvious what you believe however, which is why I hesitated before clicking the 'Post Quick Reply' button.

I added a new post rather than editing the existing one as I thought you'd be mid-reply. I really just want to know if Paul Barber is involved in the setting of player budgets both ways. Should be reasonably simple to find out no?
