That wouldn't work because District Councils are not responsible for schools (that's the County Council's area). They are responsible for other things such as environmental facilities (parks, street sweeping etc), council housing (unless they have sold it all off), recycling and waste disposal...

Totally agree. I used to have a disabled boss and his life was hell trying to get from his car to a shop. Until the transport system in this country improves for disabled people, they are going to need their parking spaces.
