Not sure I agree with that. The best drivers will always try to win at any cost. The only way I can see your statement being vaguely true is that he tried to pull something off and failed to do so. The likes of Hamilton, Vettel, Alonso and Schumi have all been guilty of pushing the limits of what is and isn't acceptable for a racing driver to do when going wheel to wheel.
Rosberg has yet to beat Hamilton on the track when they are racing wheel to wheel this season? Hamilton is convinced Rosberg cheated at Monaco and his team bosses tore him off a strip after Spa. All the other drivers you mention were / are great drivers, Rosberg is not even close to being as good as any of them...imo. Rosberg needs Hamilton's mechanical problems and his cheating antics to stay in front.
But it is all about opinions.
