They're saying that if Sunderland's stadium is being used on the second weekend, then Sunderland will have to play away which means that they play at home on the first weekend. Therefore, Newcastle will be away the first weekend.
Ah, okay. Didn't realise those clubs couldn't play at home the same weekend. Does this apply to Villa and Wolves? It can't for the London clubs though as there are so many of them.

The main way into Sunderland by public transport is via Newcastle, and both grounds are pretty much in the centre of the respective cities, so it'd be a total nightmare if they played at the same time.

There are definitely rules about Newcastle and Sunderland, Liverpool and Everton, City and United etc. Villa and Wolves aren't that close so I doubt if that's a problem. But Villa, West Brom and Birmingham City are all quite close together so there must be rules about them not all playing at home at the same time. Yes, London is more complicated but there are still local rules about Chelsea and Fulham I believe, and probably other tricky rivalries like Tottenham, West Ham, Arsenal. Must be a bit of a nightmare for the police.

Well Liverpool Everton I get as they are only a mile apart, or rather were, and even with the new Everton ground they remain very close. But Villa and Wolves are only 3 miles further than Newcastle Sunderland.
