Older people who are retired are often at home ALL day and not working physical jobs, or in centrally heated offices. They are often nowhere near as mobile as they were and younger people are. Good mobility helps keep you warm.

An outcry on LBC elsewhere that pensioner households with income up to 2 x £35k will retain WF payments.
The clearest explanation here that the moment one of the pensioners has income greater than £35k, the full WFP is taken back as tax.

The bottom line appears to be that 2 x £35k income couple do gain.

To some pensioners it’s a crucial payment, to others just more money in the bank. Maybe a box on the tax return to tick saying “Not required”
