The potential switch [to Stoke] was scuppered, however, by the little-known Premier League Rule M. 7.1 which states: "A Temporary Transfer to a Club may not take place in the Transfer Window in which the Transferor Club acquired the Player's registration."
So Lukaku will not be heading to Stoke-on-Trent. However, that doesn't mean he will still be in London this time tomorrow *– the rule does not apply to clubs outside the Premiership. And if the rumour mills at the Guardian are to be believed, the sunny shores of Brighton could beckon the Belgian star.

Yea but as far as rumours go, it does have legs.

Chelsea clearly want him to go out on loan to get some games, as he won't feature for them just yet. AND he can't go to another Premier League club, so the next best thing would be to go on loan to a decent Championship side, and they don't come more decent than TOP OF THE TABLE BRIGHTON.
