If he'd handed them in to the Police they would have hushed it up and we'd never know the idiots walk around with sensitive information on buses and leave them on seats.

Except it wasn't the police.... And realistically, the publicity makes naff all difference. They werent left on purpose. It won't stop someone else accidentally leaving paperwork somewhere.
 


They arrested him for theft by finding by identifying him from cctv on the bus. They had no idea that he'd handed the documents over as the Argus hadn't told the police that they'd got them. Once the documents were traced and found, he was released without charge.
So it's the Argus who have committed the criminal offence? Receiving stolen property.
