Apparently it's something to do with making sure the finances are transacted successfully. Sounds random to me.

Yep. I don't know how far into the process you are but it might be worth looking for another solicitor. Get a fixed price up front - barring any complications.
Only thing they can really get away with is the CHAPS cost.
