we thought that in 1979.

so we put in the highest terrace prices in the First Division

and then we stayed in the bottom half of the table .

We never once got a 20,000 crowd at the Goldstone in division 1

No idea where you got that figure from, the very 1st game against Arsenal was 28k+ wasn't it?

There's no harm in applying for the planning permission as early as possible (although stuff like demonstrating the existing capacity isn't enough and isn't the maximum that transport access can cope with, means it would likely need to wait at least half a season). You can then decide later if and when you want to take up that planning permission. We got approval seven years ago to take the Valley up from 27k to 41k (in four stages). Obviously we won't be proceeding with it any time soon, but it's useful that planning permission is there if and when by some fluke we actually need it...
Nope, it's not, planning permission is only valid for three years.

We never once got a 30,000 crowd at the Goldstone in division 1

Obviously you weren't there, I was, we had games with over 20,000 virtually all that season because the majority of people had season tickets. I've also been to game at the Goldstone when there was over 30,000.

The Goldstone was restricted to by 24,000 then. Still, bear in mind that The Dell held less than 20,000 we weren't that badly off.

The "current administration", as you put it, doesn't make the decision. Planning applications are decided by the Planning Committee, which consists of 12 councillors - 5 Greens, 4 Conservatives, 3 Labour. The Greens hold the position of Chair, the Conservatives the Deputy Chair. Decisions of the Planning Committee cannot be overturned by the Administration.

As you can see we haven't had an average attendance of over 10k since 1985, but on the flip side we had 4 years of average attendance over 20k from 1977 to 1980

An average gate in the second Gillingham season of 3253 is phenominally good IMO.

On the flip side, we were 90 mins from the Premiership in 1991 yet averaged a feeble 8,422.

That table shows just how closely attendance figures follow the success of the club, and that regrettably, we do have fickle fans that won't fill a 30,000 stadium if the best that is on offer is lower league football.

Leeds kept the upper tier of their stand pretty much closed even while in the Championship this year, and Reading have postponed plans to put a 2nd tier on the east stand at the Madstad.

So unless the club can keep itself in the Championship for year-on-year-on-year, then yes the demand simply will tail off. The facts say nothing to contradict this ( although you can spin it all you like with all the off-field shenanigans ).

as long as it's completed within the 3 years, fine

If it's not you'd need a new permission
