Maybe they should just scrap the ticket ballot completely for the time being. Revert to first come, first served by personal application and by phone. Times have changed and it's generally acknowledged that there's a fair bit of apathy around this season. Why put the artificial barrier of a postal ballot in the way of people wanting to buy tickets?
