I imagine it's circling low to burn fuel off more quickly so it's light enough to land. If the wheel is stuck they should be able to use the backup system which effectively uses gravity (or in some cases a controlled explosion) to force it into position rather than motors.

Im guessing if it cant manually drop and lock the gear it might divert to an airport which is not so busy ( but of course would need full emergeny cover)

SHould drop and lock manually very rarely is it a total failure... ( Aicraft Engineer 30 years) he was out bound to vegas so would still have plenty of fuel even after dumping ..
