It depends how many have been returned. The 'refurbished' ones are ones that have been sold and brought back within the cooling off period, or that have been faulty in that time. (I used to work there). 'Refurbished' = Brand new but as the box has been opened it can't be sold as new.
As an aside, in July (or thereabouts), the paper counterpart is being abolished for an electronic record, so rental companies etc will only need to see the plastic bit for their checks etc as they'll call it all up online.
