What sanctions can you have over this sort of behaviour? Can anyone think of anything that is not illegal?
The only thing that comes to my mind is to stand there and loudly address the whole carriage, informing them in aloud voice the sort of thing you have put in the OP, tell the children in a reasonable way the kind of women their mother is.
Keep on doing it until she gets pissed of and public opinion in the carriage turns hostile to her.

Well you lost the high ground as soon as you walked away. Next time, if there is one, just take a photo of her (not her kids) sitting in your seat and just say that you will need it as evidence. She will either move and you get your seat or you write and complain to the rail company saying that the guard had already made an announcement that he wasn't moving down the train so you couldn't enlist their help. You might not get much back as you probably didn't pay anything to reserve the seat but who knows, you might get a free journey!!!

You could find the guard and ask him to help. Failing that, you could drag her out of her seat - I'm not sure there's much wrong with that.
It would be worth a try, beats being a gentleman and sitting on the floor, thus encouraging scum like that to continue.
