That the final relegation slot is listed as a play off. Is that right? If so, how did I miss that news?

Its because those two teams are equal on points, goal difference and goals scored so there's no way to separate them. If the season were to end now they would have to play off in order to determine which team gets relegated.

Didn't they do that first season of the playoffs ?

But one of teams "going down" had to play one the teams "coming up", to take "their place".

It's a rubbish idea in retrospect. The leagues are so tight at the bottom, relegation isn't usually decided until the last couple of games anyway. anyway.
