I had this once and I think I just took everything out that was plugged in, including the hard-drive and then blew into all of the holes and the following may sound silly or dangerous, but: When you put the disc in, if you tap the top of the console quite firmly 4-5 times as the disc inside is turning (You should hear it) it should start working. :)

Is it laid flat or stood on it's side? Try it the other way - DON'T DO THIS WHEN IT IS SWITCHED ON!

Fallout 3 is just buggy as all hell, great game when it works!

Yea, this is true, but the problem I had was that it would start spinning (I could hear it, but then clunk and stop) So I looked on t'computer and found that hitting it whilst you could hear it turn made it keep turning and that is what it did  I have probably irreversibly damaged it, but hey ho

I've had this loads of times before. You just have to be patient. Try things like just leaving it on for while without touching it or repeatedly turning it on and off and trying again but my best solution is just put loads of other games in there and seeing if they work, eventually when one of them works it will basically kick start it and should work fine.

This sounds familiar to an incident with my PS3, I only got an Xbox recently, but my PS3 would not read any discs, we also got it from china and we had to get a 40 gb version which has worked fine since it may be a common problem, but Microsoft are good with issues concerning the Xbox

This. Have the same thing as well now and then, also try audio CD's and DVD's in there as they sometimes kick start it too.

The old xbox hard drives will not fit the new slim xbox as they have been redesigned. You can either use a USB to transfer the data over or use the Xbox 360 data transfer cable. You can find guides on transferring data all over the web. Also wireless is built in already so adapter should not be needed.
