The Manager should't have the final say, the manager should have the ONLY say. Its the CEO's job to set the budget for players not green light or black ball them, if he doesn't trust the manager to pick players, and that includes asessment of their investment value then its up to the CEO to get a manager he does trust to do this. Blooms job is just to stump up the cash for Barber to divy up and dole out to manager etc.

If you ONLY rely on the manager - what happens when you're in-between managers? Look at Southampton and Swansea's model - they have set up youth and scouting structures that DON"T rely on just the manager. Southampton have replaced players prior to Koeman stepping in because they have a playing model through the club that their scouting network know the types of players needed regardless of who is in charge.

Blooms job is to ensure the club remains sustainable, and progresses. Poyet forced Bloom's hand on transfers and by all accounts this is what has left us slightly short on funds last season and this. I think there is a balance to be had from an established scouting and talent recruitment from within the club AND a manager who picks his targets for the first team.

How would scouting work, what about outside the UK, or the EU?
How would the assessment of value when compared to other players work?
Or do you agree that a list of players should be given to the manager by the scouts as the manager has to run training, do media, do tactics, watch the opposition etc... and if you agree this then your agreeing to the current model used by the club!

My take on this part is, that as so many believe the manager has the final say on who comes in, then Gus certainly picked players with a good resale value to join the club. Barnes, Bridcutt, Noone, Dobbie, Buckley and Ulloa must have in my estimation brought into the club around £20 million. I think you would be hard pressed to get 6 players who currently would bring that sort of money to the club. So if the manager does have the final say, then in my opinion n he is not being given the choice of such quality of players that Gus said yes to.


How much did we make from Ryan Harley, Romain Vincelot, Orlandi, Lopez, Sparrow, Painter, et al. We only got back what we paid on Dobbie as far as I'm aware and he hardly contributed to the team.

As for choice of players, you may be right, but it must be remembered that GP had quite a big budget for the first championship season.
