The guy in the photo is called Carl Stevenson (aka Dodger) who died a couple of weeks ago as someone already mentioned. Just found this YouTube tribute to him. If you look at some of his younger photos (flick through them on time line, it's quicker) you can recognise him from the one in the picture. Born in 1964 so would have been about 20 in photo.

Obviously still into this sort of hullaballoo well into his late 30s as he was jailed for 9 months in 2001 for affray.(see link)
