When the dust has settled and all the daft theories have been muted about why the Public Inquiry has to be reconvened for more information.
I think the answer may actually be very simple: i.e the Inspector really did not have enough information.
e.g.
By simple expedient of obtaining the precise transport figures (presented by the relevant highway authorities on the number of vehicles on each of the roads and the different road capacities for each of the proposed sites) these pertinent facts could be right in his face and then most, probably all, of the alternative sites could be ruled out completely.
Remember, that Martin Perry said after the referendum, that the results indicated that the transport situation was the important matter.
My estimate (as I am not sure my figures are accurate) is that with Waterhall (ignoring all its other shortcomings) the highways may just plain veto any prospect because the number of vehicles on the roads in this area is just too high.
Sheepcote would be easily ruled out for the same reason, leaving Toad's Hole as the only possible contender in the Brighton & Hove Council area.
Falmer clearly has the better transport arrangements. Toad's Hole is now ruled out because of the (too high) land values? Toad's Hole is a larger site though. Still an AONB at present.
