Nope. I'd hope for both up front as I personally think it would work but it will never happen.

There is a well explained reason for it, which does make sense. That doesn't mean the rule (law) shouldn't be changed, I'd prefer a hooter to go off signalling the end of the game, thus taking the responsibility/decision away from the referee..
