QPR, Reading and Wigan get a 'by' in their first year following relegation as regards FFP - Forest have got their generous 'sponsorship' deal to cover their losses which leaves Leicester and Blackburn from that list - neither of which are likely to be the biggest 'offenders' against FFP
QPR are exempt from the rules this year and Bolton incurred their debt years ago.
I believe you are both wrong - the clubs relegated from the Premier League do NOT get a grace period of one year before they have to comply with FFP. (Just to explain that further: obviously these clubs will not face FFP sanctions on their results from the season in which they were relegated, but for QPR, Reading and Wigan, their financial performance in 2013-14 WILL be subject to FFP, in the same way that the other 21 Championship clubs will be).
