It's Sussex Heights according to google. The tower at the marina will take it's place if it is ever built.

Don't all buildings have something below ground level. Builders call them foundations don't they!!

That's rubbish, that is. Your question was "What is the highest structure in Sussex ?" You did not ask what the tallest building is. Therefore I humbly suggest the highest building is probably the water tower on Beacon Road in Crowborough. It is 240m high before it even starts.
