Stadium Announcement...how?

Apologies if this has been covered somewhere else on here, but can anyone clarify what the format of the stadium decision is e.g. is it simply private to the club on a phone call or other?

Do we set up a celebration venue in the town as it happens like the Olympics or is it a case of we'll see it on BBC Sport news?
