Speeding Tickets and the postal strike

I know the police need to write to potential speeders such that they expect the notification to arrive within 14 days of the offence. Does this mean anyone caught speeding by a flashing gatso can claim the notification is invalid as it was posted expecting it to be delivered after the 14 day deadline.

Guess who got flashed by a gatso on Wednesday 26 September and is starting to think he has got away with it??

I think as long as the documents are put into the postal system within 14 days it is valid. Whether it gets delivered within 14 days is not the problem for the police.
