Southern dispute talks breakdown as company reject RMT proposal to ensure second person on train to deliver safety, customer service and access.
Talks at ACAS over the future of Conductor/Guards on Southern services have broken down this morning after the company rejected out of hand a solid union proposal that would have ensured the second person on a train and the safety, customer service and access role that they deliver to the travelling public.
RMT tabled a reasonable and practical document that would have set the ground for resolving all aspects of the dispute without dilution of safety standards, would have addressed the needs of the business, and ensured that disabled, elderly and other groups could rely on a member of staff being on board to assist and facilitate their travel.
This would have addressed all of the company’s concerns but GTR made it clear that they did not want to ensure the presence of the second person.
The RMT executive will meet this afternoon to consider the next move.
RMT General Secretary Mick Cash said;
"We had a golden opportunity in these talks to make some serious progress on the core issue of a second person on the train who would have protected the safety of passengers, delivered customer service and ensured access to services for those with disabilities or needing assistance.
"It's a bitter blow that a firm set of union proposals that could have allowed us to move forward were rejected out of hand. The matter will be discussed by the union executive this afternoon."

Presumably that's the point it gets better? If the company just does ahead with DOO then any conductor strikes become a bit irrelevant - they are no longer performing a safety critical role and trains can run without them for most services if needs be? Or is that too simplistic...

so presumably the union wont budge on the point about the exceptional circumstances where a second staff is temporarily unavailable. and Southern insist on a concession here as without it DOO doesn't offer any tangible operational benefits.
And the innocent commuter set to suffer....Striking only hardens attitude against strikers....Get back to working full time and people may change from the attitude that the strikers are a bunch of lazy work shy skivers.

Is there actually an out here for either side? This isn't a dispute about quantity of pay, hours worked or holiday (at least not on the fact of it), where there's some middle ground figure to be reached. Unless I've missed something, it's a binary choice. The RMT's proposal seems to be, essentially, the system that is currently in place. It's pretty obvious that GTR don't want this system to persist. Is there actually a middle ground that can come about?

well it may be but dont know what the RMT proposed. they sound like they are giving ground on the core issue of who shuts the doors - "second person [to] protected the safety of passengers, delivered customer service and ensured access to services for those with disabilities or needing assistance" doesn't mention dispatch. Southern stated in their published proposal they want to agree the terms of the exceptions. unless perhaps the RMT is insisting on guards still closing doors if present? assuming they have indeed conceded on who closes the door at all, we dont know really. i do wish ACAS disputes were a matter of public record because both sides can pretty much say want they want and we're none the wiser.
