Have also been wondering about the cost too.
One day there were 3 sheep....the next day, 6 sheep. A couple of days later........4 council workmen having a chat....and eventually 'penning' them up individually. A couple of days later......2 council workmen having a chat...........and 'penning' them up collectively. A few days later.....the wind has blown the 'pens' down. Still waiting the arrival of more council workmen ........to re-instate the 'pens'. They have however, adorned each of the sheep with a Father Xmas hat.
Whole thing is a bit odd to say the least. I do agree that whatever their merits in being there are, they really should not have been placed just a few feet from the edge of the round-about which must be at least 40-50 metres in diameter.
