If a ticket is sold on the Ticket Exchange, technically it has been sold twice. Does this mean that these seats are counted twice in the new way of calculating attendance figures?

No!

Otherwise we could have an attendance of 40,000 in a 27,000 seater Stadium!

The Ticket Exchange is clearly doing a job in mopping up empty seats, giving match chances for occasional fans, and providing bonus income for the club. If you have the nouse and time available to use the NSC exchange then you can probably get more for your spare ticket. But many people don't.

Agreed about NSC ticket exchange, but the official one is not working, so it's clearly not doing a job at all!

It's not working online but it is in operation - you just need to ring up the ticket office.
