If they found a mobile phone on either or both of them a contact called mum or dad would be a giveaway.

Yes, but they said they are in contact with the next of kin it would be strange if the next of kin hadn't told the police who they were. Or am I missing something obvious here? or do they have to be formally identified first?

Yeah, I think it's more that the identities of the two women are not known to the press.
