If they found a mobile phone on either or both of them a contact called mum or dad would be a giveaway.

Yes, but they said they are in contact with the next of kin it would be strange if the next of kin hadn't told the police who they were. Or am I missing something obvious here? or do they have to be formally identified first?

It means: the identity of the victims is not known to the media.

The police know who they are, and hence are in the process of updating the NOK, but will not release the names until they've done so and formally identified the victims.

Tres simple.
