Every morning a ghost train arrives. No one gets off, no one gets on.

Sounds like a FCC service, I've seen these ghost trains or to put it correctly haven't.

Talking to a bloke from radio relay power cable had come down up the Highway
hence some people had a power cut and a loss of Tv signal

There are some pictures of the southern Coastways trains that currently go up and down the Seaford line, so it is possible.

Problems with Water are down to the power supply issues.

Once the power gets fixed, the water will start to work again.

I used to live just up the road from my current house and we used to get power cuts, but the neighbours didn't, nothing to do with my fuse board, we had a power cut one Christmas day about 1.30 pm, it was off all afternoon, but the house next door and opposite had power.

I don't know how big power cut is/was but town is ok but parts of Brighton road,Rose Walk were out.
